输变电工程具有空间距离长、扰动区域分散等特点,而传统环水保监管手段受人力物力限制,已无法满足工程需要,急需引入一种新的监管手段加强环水保监管工作。本文基于卫星遥感、无人机及现场核查特点,将“天地一体化”技术应用于输变电工程。结果表明,“天地一体化”技术可靠,可有效获取工程线路环水保信息,包括施工扰动范围、施工便道长宽、环水保措施等,可提高监管能力,减少人员投入和经济损失,起到减员增效的作用。 |

The transmission and transformation project has the characteristics of long spatial distance and separate scattered disturbance areas. However, the traditional soil and water conservation and environmental preservation methods are restricted due to human and material resources, which can no longer match the project requirement. It is urgent to use a new supervision method to strengthen such works. Based on the characteristics of satellite remote sensing, drone and on-site inspection, a “space-ground integration” supervision system was studied and applied in transmission and transformation project. The results show that the supervision scheme proposed in this paper can effectively obtain the environmental protection and soil and water conservation information of the line bases of the project, including the scope of construction disturbance, the length and width of construction access roads, environmental protection end soil and water conservation measurements, which can improve supervision capacity, reduce human resources and .nancial cost, and play the role of reducing sta. and increasing e.ciency for the entire project. |
