抽水蓄能电站工程占地范围大,施工周期长,易引起水土流失的环节众多,造成生态环境的破坏,而传统环水保超标管控手段主要依靠人力利用全站仪进行现场测量,无法满足大范围监测需求,亟需引入一种新的技术手段进行环水保超标预警管控。天地一体化监测体系集合卫星遥感、无人机及现场核查技术,具有观测范围大、重访周期短,分辨率高等特点,将其应用到平江抽水蓄能电站施工阶段,可实现施工扰动范围合规性分析、施工扰动范围超标管控与溜坡溜渣预警管控。结果表明,天地一体化具有先进性和前瞻性,打破了传统监管手段局限性,提升了环水保管控水平,减少了人员投入和经济损失,起到减员增效的作用。 |

Pumped-storage power plants occupy a large area,have a long construction period,and have many links that are easy to cause soil erosion and damage the ecological environment.However,the traditional environmental protection and water conservation over-standard management and control methods mainly rely on manpower to use a total station for on-site measurement,which cannot meet the needs of large-scale.Scope monitoring needs urgently need to introduce a new technical means for early warning and control of environmental and water conservation exceeding standards.The space-ground integrated monitoring system integrates satellite remote sensing,unmanned aerial vehicle and on-site verification technology.It has the characteristics of large observation range,short revisit period,and high resolution.When applied to the construction stage of Pingjiang Pumped-storage Power Station,it can achieve a comprehensive range of construction disturbances.Regulatory analysis,over-standard management and control of construction disturbance range,and early warning management and control of slag slipping.The results show that the integration of world and earth is advanced and forward-looking,breaks the limitations of traditional supervision methods,improves the level of environmental water storage and control,reduces personnel input and economic losses,and plays a role of downsizing and increasing efficiency. |
