| 矿业企业实施“走出去”战略的首要问题是项目价值的评估,其结果是否客观真实关系到勘查成果与开发效益。重视成矿地质、勘查与开发条件等“硬因素”,轻视项目所在国或地区的政治稳定性、地缘政治与国际关系等“软因素”是国内矿业企业对海外矿业项目评估存在的主要问题,导致评估缺乏全面性,影响了价值判断的客观性。文章从“硬因素”和“软因素”两方面着手,对这一问题做了研究,并尝试建立起初步的海外矿业项目价值评估体系。 |

| The key issue of “Going out strategy” for the Chinese mining enterprises is the valuation of overseas mining project. The valuation assessment result has direct influence on the future development of the overseas mining project. The common phenomenon is that the metallogenic geological conditions, technical conditions of exploration and exploitation were heavily focused on called on “hard factors” and neglecting “soft factors” such as political stability, geopolitcs and international relationship in the countries where the overseas project located which are the weaknesses of valuation assessment on overseas mining projects. In this paper, this issue was discussed from the theoretical study about hard and soft factors, the preliminary valuation assessment system was proposed for the overseas mining project. |
