| 非洲国家和地区矿产资源丰富,勘查开发程度低,是中国矿业企业响应国家“走出去”号召,向海外拓展业务的首屈之选。因此,了解和熟悉目标国的矿业制度是确保我国“走出去”矿业企业顺利挺进非洲矿业并获益的前提和关键。多数非洲国家矿业制度的框架相似,但在采矿权益金、政府持股比例等具体规定方面差异较大。文章对苏丹、厄立特里亚、埃塞俄比亚和坦桑尼亚4个东非国家的矿业制度及相关规定进行介绍,并对其对比分析,供致力于这四国矿产资源开发的中国矿业企业参考,使其尽量避免因对目标国矿业制度不了解而造成的损失。 |

| With abundant but low-explored mineral resources, Africa have been one of the first choice for China mining companies to expand overseas business in response to the national “going out” strategy. Therefore, familiar with and understanding the mining policies of the target African countries have been the premise and one of the key factors to ensure them enter into the mining field of Africa smoothly and beneficially. It has been found that most of African countries have similar mining system, but there are also differences in specific provisions such as the percentage of mining royalty and government free-carry. This paper carries out comparison and analysis in aspects of mining system and types of mining rights in four East Africa countries, i.e. Sudan, Eritrea, Ethiopia and Tanzania, in order to provide convenience for Chinese mining companies which are dedicated to the mineral exploration and development in these four countries and to help them avoid relevant losses possible caused by little knowing of the relevant mining polices of these countries. |
