为了尽快加入矿产储量国际报告标准委员会(CRIRSCO),我国出台了最新的固体矿产资源储量分类标准,进一步加快了矿业权评估市场化,初步实现了与国际标准对接。由澳大拉西亚矿业与冶金学会(AusIMM)、澳大利亚地质科学家学会(AIG)及澳大利亚矿产理事会(MCA)组成的矿石储量联合委员会编制并发布的澳大拉西亚勘查结果、矿产资源量与矿石储量报告规范(简称JORC规范)是世界上矿业市场认可度最高的勘查报告公开规范之一,也是CRIRSCO分类标准制定的母版。本文对比分析了JORC规范和国内最新固体矿产资源储量分类标准的异同点,认为两类标准在核心术语定义及其内涵方面保持了一致,差异主要体现在合资格人的定义、勘查程度的划分以及附表附录方面。另外,依托笔者在澳洲开展2个金矿矿权勘查工作所积累的经验,总结了对JORC规范的认识,包括它是行为规范而非技术规范、JORC更重视各项勘查工作的可溯源性和可重复性等5个方面的认识。据此,为加快国内合资格人制度的建设提出了4个方面的建议,包括尽快推出合资格人的责权利清单,加强对国内已有合资格人综合业务能力的培训等。 |

In order to participate into Committee for Mineral Reserves International Reporting Standards (CRIRSCO), China has renewed and issued the updated the standard of Classification for Mineral Resources and Mineral Reserves, which will accelerate the marketization of the assessment on exploration & mining tenements and preliminarily connect the domestic standard to the international. Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves is compiled and issued by AusIMM, AIG and MCA, which is briefed as JORC code, one of the most widely accepted exploration and mining reporting standards around the world. JORC code also is the formwork of CRIRSCO. In this paper, we tentatively discussed the di.erence between JORC code and the domestic updated standard of Classi.cation for Mineral Resources and Mineral Reserves. The definitions of the core terminologies between the two standards are basic same. The huge differences are focused on the tables, appendix and exploration stages. Based on the two finished gold exploration projects in Australia by the author, we summarized 5 opinions in terms of JORC code is a code of conduct more than a technical standard, JORC code much more emphasized on the traceability and repeatability of the exploration activities in every stage, etc. Based on the above opinion, this paper present 4 suggestions on accelerating the competent person system construction in China, in term of issuing a responsibility-authority-bene.t list for competent persons, strengthening the comprehensive capacity construction for domestic competent persons, etc. |
