| 为了科学评估和监测我国矿产资源开发利用水平,找出问题与矛盾所在,明确改进与发展方向,同时科学引导矿产资源行业的社会投资方向,合理开发利用与保护矿产资源,实现我国矿产资源安全、生态安全的高质量发展,本文围绕矿业的需求端、供给端、全要素生产率及社会贡献评价四个方面研究了我国矿产资源开发结构、资本效率、生产效率、资源利用效率、环境效率五类指标。基于“十二五”、“十三五”数据进行分析推演,预测了“十四五”、“十五五”阶段相关指标数据,表明目前我国在史上最严格的资源保护、资源节约和资源管理制度下,矿业正朝着资源安全、生态安全的高质量方向发展。我国经济正由高速增长阶段转向高质量发展阶段,合理开发利用与保护矿产资源是在经济高质量发展阶段下,实现矿业高质量发展和人民高品质生活的关键之一。 |

| In order to scientifically evaluate and dynamically monitor the development level of mineral resources in China,find out the short board of development and make clear the direction of improvement；at the same time,scientifically guide the mineral resources industry to focus on social production,arouse the local government’s attention to the quality and efficiency of economic development,rationally develop,utilize and protect mineral resources,and realize high-quality development of mining resource security and ecological security,this paper focuses on standardization,applicability and stability. Based on the existing data of the 12th Five Year Plan and the 13th Five Year Plan,the relevant index data of the 14th Five Year Plan and the 15th Five Year Plan are predicted. It shows that under the most strict system of resource protection,resource conservation and resource management in history,mining industry is developing towards the high quality direction of resource security and ecological security. China’s economy has been changing from a high-speed growth stage to a high-quality development stage. Rational development, utilization and protection of mineral resources is one of the key points to realize high-quality development of mineral industry and people’s high quality life in the stage of high-quality economic development. |
