地方地勘单位改革的关键问题是实现地质工作公益性和商业性分离,改革的目标是促进地质事业高质量发展。在改革过程中要坚持 3个有利于原则,即“有利于地质事业发展 ”“有利于找矿突破 ”“有利于地勘单位职工生活水平提高 ”。改革以提供公益性地质成果作为公益性和商业性地质工作分离的主要判断依据,实施方法是整合式改革模式。地质工作运行机制长期积存的问题,为改革工作的推进带来了种种挑战。本文以财政经费预算和预算绩效管理作为研究切入点,通过分析地方地勘队伍经费来源、绩效目标管理等方面的问题,提出了相应的建议和对策,为地方地勘队伍改革和地方地质事业高质量发展提供理论支持。 |

The key problem of the reform of local geo-prospecting units is the direction for restructuringgeological work system to separate commercial geological work from public geological work. The goal of the reformis to promote the high-quality development of geological work. In the process of reform,we should adhere to three favorable principles: "conducive to the development of geological work","conducive to the breakthrough ofprospecting" and "conducive to the improvement of the living standards of the workers in geo-prospecting units".The reform takes the public geological achievements providing as the main judgment for the separation of com.mercial geological work and public geological work. The implementation method is the integrated reforming. Thelong-term accumulation of geological work management mechanism has brought many difficulties for the promotionof reforming. Taking the financial budget and budget performance management as the starting point. This paper analyzes the fund source management and performance target of the local geo-prospecting units,and puts forwardthe corresponding reform suggestions and countermeasures. This paper tries to guaranteeing the reform of local geo-prospecting units and the high-quality development of the local geological work. budget |
