| 勘探开发海洋油气和矿产资源，不仅能满足经济发展需要，还能推动关键技术进步与装备的研发应用，是海洋强国建设的重要组成部分。本文在梳理全球海洋资源现状的基础上，分析不同国家对海洋能源和矿产资源勘探开发的主张差异，提出勘探开发面临的风险，从工程技术、探测与承载装备等方面研究海洋能源和矿产资源勘探技术前沿，分析海洋矿产资源试采及油气资源开发案例，梳理挪威、日本、中国以及北极地区海洋资源开发进展。研究认为，未来全球海洋能源和矿产资源勘探开发进程中，技术装备水平决定勘探开发活动的广度、深度和精度，资金、技术以及商业前景决定勘探开发进程和格局，环境友好型作业是未来海洋能源和矿产资源勘探开发活动的必然选择。中国勘探开发海洋能源和矿产资源，需要加快以应用导向型的技术装备创新，强化国际合作与资源治理，协同推进海洋资源产业发展与生态环境保护。 |

| Exploring and developing marine oil, gas, and mineral resources not only meets the needs of eco-nomic development, but also promotes key technological progress and the research and application of equipment. Itis an important part of building a maritime power. On the basis of summarizing the current status of global marine re-sources, this article analyzes the differences in the claims of different countries for marine energy and mineral re-source exploration and development, proposes the risks faced by exploration and development, studies the forefrontof marine resource exploration technology from the aspects of engineering technology, detection and carrying equip-ment. At the same time, it also analyzed cases of trial mining of marine mineral resources and oil and gas resourcedevelopment, and sorted out the progress of marine resource development in Norway, Japan, China, and the Arcticregion. Research suggests that in the future global exploration and development of marine energy and mineral re-sources, the level of technological equipment determines the breadth, depth, and accuracy of exploration and devel-opment activities, funding, technology, and commercial prospects determine the exploration and development pro-cess and pattern, and environmentally friendly operations are an inevitable choice for future marine resource explo-ration and development activities. China′s exploration and development of marine energy and mineral resources re-quire accelerated innovation in application-oriented technological equipment, strengthened international coopera-tion and resource governance, and coordinated promotion of the development of the marine resources industry andecological environment protection. |
